Tournament rules

 

 

I ELIGIBILITY


a) All registered teams under age 10 and younger (8 vs. 8) will be allowed a maximum of 5 loan players on a roster consisting of no more than 14-players. U11 teams and older (11 vs. 11) will be allowed up to a maximum, of 8 loan players on an 18-player roster.  All-Star or Super-Teams are eligible to play.


b) Every player is required to have properly laminated CalSouth, USYSA, USSF or FIFA affiliated passes and medical release forms which must be available at check-in and during all matches.

 

c) Any player or coach without said documents will not be allowed to participate.

 

 

II MATCH DURATION

 

a) RFC Milan Raincross Cup utilizes the maximum number of minutes allowed by law within a 48-hour period and any match may be shortened due to inclement weather or loss of daylight.
NOTE: Time may be added at the end of the second half, if in the opinion of the referee either team is seeking to gain an advantage by wasting time.

U8-U10 = two 25 minute halves

U11-U12 = two 30 minute halves

U13 and Over = two 30 minute halves

Finals: U13-U19 = two 35 minute halves

 

 TOURNAMENT SCORING SYSTEM

a) The following 7 point system will be utilized to determine the winner:

Win = 3 points
Tie = 1 point
Loss = 0 points
1 point for each goal scored up to a maximum of 3-points 

1 point for a shut out victory

NOTE: Losing teams do not get any points for number of goals scored

b) Preliminary round matches ending in a draw shall remain a draw.

c) Quarter-final, semi-final, championship and consolation final matches ending in a draw will immediately go to FIFA - PK's to determine winner.

c) In the event of a draw in the standings after the preliminary round matches, the following method will be used to resolve the draw:

d)  For teams ending in a three way draw, the first tie breaker will NOT be the 'Head-to-Head' tie breaker, unless one team has defeated both of its opponents. If after any tie breaker the teams have been split into three distinct positions, then the teams will be positioned as indicated.  If only one team has been eliminated either high or low in position, then the remaining two teams will revert back to 'Head to Head' draw breaker and proceed from there to determine the remaining two positions.


DISCIPLINE

a)       Any player receiving a RED card shall be ineligible to participate for the remainder of that match and serve a one game suspension.

b)        If a coach is ejected from a match, he/she will be unable to coach the team from which he/she was ejected in the following match; however, the coach may manage another team/s.  

c)       If the player or coach was ejected for assault then the player or coach shall be ineligible for the remainder of the tournament and their player card will be turned over to their respective state association for disposition.

d)       Head Coach/Administrator is responsible for maintaining the conduct of their fans and as such may be dismissed and forfeit the game for failing to control the sideline.

 

NOTE: REFEREE SIDELINE ABUSE WILL NOT BE TOLLERATED!

       

 SUBSTITUTIONS

a) An unlimited substitution will be allowed as follows:

·         Prior to a throw-in by team possessing the ball

·         Prior to a goal kick by either team

·         Half-time or after a goal has been scored by either team

·         Injury, if play is stopped, only the injured player may substituted

·         A player receiving a YELLOW card MAY be substituted for at the coaches discretion.


INCLEMENT WEATHER, UNEXPECTED TERMINATIONS

a) In the event of inclement weather or other acts of nature which the officials or Tournament Director deems unsafe for competition to continue, ending in the unexpected termination of a match; the following formula will be applied:
1) Matches that have completed at least half of the match (half time), the “score stands”.
2) Matches still in the first half of play will be deemed “not played”.
3) Matches for a given day may be may be postponed and played the following day, as long as fields and teams are still available for competition to resume.
4) Matches for a given day may be shortened to play remaining assigned matches.
5) If assigned matches are not playable, standings will be based on either FIFA - PK's
for the top two points teams or by Raincross Cup Committee if FIFA - PK's. are not possible.

NOTE: If unexpected termination of play is due to misconduct by one or both teams, the offending team(s) shall not benefit from said termination and a 1 - 0 win will be awarded to the non offending team regardless of the score prior to suspension of game.



RFC MILAN RAINCROSS CUP REFUND POLICY

a) The Raincross Cup has a no refund policy upon receipt of application and funds. This policy is enforced because a few teams withdraw without reason causing scheduling problems for the Tournament Director and the referee association scheduler. Additionally, these applicants create unnecessary burden for the vast majority of responsible teams that are looking forward to the competition.                                                 b) RFC Milan will make every effort to guarantee entry to every applicant entered by 'deadline date' as long as there are a sufficient number of teams to create a bracket.                                                                                       c) Refunds due to cancellation because of inclement weather will be pro-rated as follows:

·         Cancellation of all matches: 100% refund, less a $100.00 administrative fee.

·         One match completed: 67%, + $100.00 administrative fee

·         Two matches completed: 33%, + $100.00 administrative fee

·         Three matches completed: No refund given

d) RFC Milan guarantees a minimum of three matches; however, we cannot guarantee “no shows.”           e) Should a team not show for the tournament in any bracket, the Tournament Director reserves the right to apply the above formula.

 

 HOME TEAMS

a) Home teams are listed first on the game schedule and shall seat on the North or East side of the field.

b) In the event of conflict with opponent’s uniform the referee shall ask the AWAY team to change jerseys or wear bibs.

c) The home team is responsible for providing at least 3-game balls; one for the game and one behind each goal post to expedite play.

 

 PROTESTS, FORFEITURES

a)       No protests will be accepted for officiating decisions!

b)        The forfeit one forfeit all rule shall apply in preliminary matches.


 AWARDS

Medals will be awarded to all players finishing in first and second place.

GENERAL INFORMATION

a)       All matches will have a 5-minute grace period, unless extended by the tournament director for reason. b) Failure of a team to appear on time with at least 6 players (8 vs. 8) U10 or younger or least 7 players (11 vs. 11) U11 and older, will result in a forfeiture.

b)       The RFC Milan Raincross Tournament Director may switch, promote, and demote teams at any time before the event in the best interest of the spirit competition.

c)       Flights/brackets may be created and age groups combined if necessary, to accommodate teams and create equity of play.

d)       Coaches are kindly asked to remind players and spectators to help keep the facility clean by using appropriate trash receptacles.

 

NO ALCOHOLIC BEVERAGES or THE USE OF TOBACCO shall be allowed on the tournament grounds; additionally, no pets specifically DOGS, are permitted on the facility. All players, coaches and spectators are obliged to display appropriate behaviors during the period of the tournament, both on and off the fields.
